4.38 The Committee recommends that the Authority should invest further in

preparedness initiatives to strengthen community capacity and capability. These

programs should be informed by co-design with relevant stakeholders including

insurers, local councils and community organisations to ensure that preparedness

programs are targeted and effective to meet local needs.
